Pursuant to Georgia law (O.C.G.A. § 20-2-690)
The 2012 legislative session created House Bills 39 and 706, effective July 1, 2012. This new legislation moves the responsibility of home school student reporting and management from the local school system to the Georgia Department of Education.

The Georgia Department of Education (GaDOE) has developed a web-based system to efficiently comply with the new requirements. Parents/guardians are strongly encouraged to use the web-based system to submit their home school Declaration of Intent and attendance records. The GaDOE web-based system is located on the GaDOE home school webpage. Additional information about homeschooling and how to submit home school documentation is also available on the home school webpage. The GaDOE web-based system is not affiliated with any vendor offering services to home school parents/guardians.

For parents/guardians who do not wish to utilize the web-based system, the GaDOE will also provide for the paper submittal of home school documentation. Parents/guardians may submit their home school documentation via mail or fax to the GaDOE.

In addition, the GaDOE will be responsible for issuing Certificates of Attendance for home school students that are eligible for a learner’s permit, driver’s license, work permit, or as needed for other purposes.

Parents/guardians may request a Certificate of Attendance electronically using the web-based system or by contacting a GaDOE home school staff member.

(Please note, that although the law only requires that attendance reports be submitted annually to the Georgia Department of Education, parents and guardians are strongly encouraged to submit monthly attendance reports to verify attendance pursuant to the Teenage and Adult Driver Responsibility Act (O.C.G.A. § 40-5-22) for homeschool students seeking to obtain a driver’s license or learner’s permit.)

For additional information, please visit the GaDOE home school webpage or call the GaDOE at 1-800-311-3627.

*Special Note: The mandate placed on the public education system calls for the Georgia Department of Education to coordinate with local boards of education and local school superintendents to enforce the compulsory attendance of all children between the ages of six and sixteen in a public school, a private school or a home study program that meets legal requirements. Therefore, the Declaration of Intent form and the annual attendance report must be completed for each student enrolled in a home school and submitted to the Georgia Department of Education. The Declaration of Intent must be submitted by September 1st each year.
